Heather L. Shaffer is Counsel in the Firm’s Litigation Department where her practice focuses on government and internal investigations and compliance matters, as well as related civil litigation.  Heather has significant experience representing and advising multinational corporations, boards of directors, board committees, and executives in connection with internal investigations, civil and criminal regulatory enforcement actions, whistleblower complaints and compliance matters.  She has handled matters involving the Department of Justice, Securities and Exchange Commission, the Commodity Futures Trading Commission, the Department of Housing and Urban Development, and other federal and state regulators.

Work Highlights
  • A publicly traded company in connection with a review of its global corporate governance and compliance program, focusing on areas such as anti-bribery and corruption, sanctions, privacy, and information security.
  • An Audit Committee of a publicly traded company in connection with an internal investigation into whistleblower allegations concerning, among other things, potential bribery and kickback schemes. Following the investigation, Heather has monitored the company’s remediation efforts, which include instituting a revised policy for conducting internal investigations and revised processes for onboarding third-party business partners.
  • Executives and directors of U.S.-listed international companies in connection with investigations by the DOJ and the SEC into potential violations of the Foreign Corrupt Practices Act.
  • A publicly traded company and three of its executives in connection with an insider trading investigation by the SEC.
  • A mortgage servicer subsidiary of a publicly traded company in connection with investigations by the DOJ and HUD into potential violations of the False Claims Act.
  • A number of indigent criminal defendants in connection with the Firm’s participation in the Criminal Justice Act Panel in the Southern District of New York.

Heather earned her J.D. with High Honors and Order of the Coif from George Washington University Law School in 2006, where she was Book Review Editor of The George Washington International Law Review. She received her B.A., magna cum laude, from the University of Pennsylvania in 2002.
