Born in Auckland, New Zealand, Tim earned an LL.B.(Hons) and B.Com. from the University of Auckland in 1994, followed by an M.ComLaw with First Class Honors in 1997. He received an LL.M. from the University of Chicago Law School in 1998. He is admitted to practice in New York.
